Orchard Park, NY -- (Sports Network) - Buffalo Bills starting strong safety Donte Whitner is inactive for Sunday's 10-3 loss against San Francisco with a separated shoulder.

Whitner was hurt in the Bills' 26-17 loss to the New York Jets on November 2 and has missed three of the last four games, including the past two, with the injury.

Bryan Scott will start in Whitner's place and had two tackles.
